Kuziev Oybek Chullievich was born in 1979, in Karshi, Kashkadarya. 

Oybek Kuziev started his career as a psychologist at the Karshi Medical College in 2000, worked as a psychology teacher, deputy director, head of the department in this college, and since 2021, he has been the head of the Department of Work with Youth, Spirituality and Enlightenment of the Karshi State University. Since January 18, 2024, he has been working as the first vice-rector for youth affairs and spiritual and educational affairs.
